The military's awards and decorations program provides tangible recognition for acts of valor, exceptional service or achievement, special skills or qualifications, and acts of heroism, whether in combat or not.

It is the responsibility of any Soldier having personal knowledge of an act, an achievement, or a service believed to warrant the award of a decoration to submit a formal recommendation for consideration.

Under these criteria, it is possible that a private may recommend a captain for a decoration, but usually the system works the other way around. Service ribbons are worn in the order of precedence from the wearer's right to left in one or more lines either without a space between rows or with a one-eighth-inch space.

No row should contain more than four service ribbons. Retired personnel and former Soldiers may wear either full-size or miniature medals on appropriate civilian clothing on Veterans Day, Memorial Day, and Armed Forced Day; and at formal occasions of ceremony and social functions of a military nature. Federal law prescribes stiff penalties for the unauthorized wearing of U.S. decorations, badges, appurtenances, and unit awards.
