In the early morning before a Eagan Minnesota Emergency Exercise involving seventeen different government agencies including local fire departments, law enforcement, ambulances, Transportation Security Administration, Federal Bureau of Investigation, Homeland Defense, and the Air National Guard Lieutenant Colonel Ruth Anderson and Master Sergeant Mark Legvold look over an aerial photo of the exercise area. Eagan city officials were exercising the community's initial response to a scenario in which a military cargo plane had crashed into the shopping center during business hours.
