Renting the Armory/Training and Community Center (TACC)

As an integral part of the communities in which they are located, National Guard units have a long tradition of providing support to certain civic and community-based organizations.

In the past, under community relations guidance found in NGB PAM 360-5, DODI 5410-18, and DODI 5410-19, this support included the loan (without fee) of limited non-excess items such as generators, water trailers, flood lights, tents, cots, armory facilities, etc., for short periods of time to activities sponsored by such organizations.

With the passage of the 1998 Defense Authorization Act (Public Law 105-85, Section 1061(a), amended 10 USC 2667), equipment and material, must now be leased at fair market value, rather than loaned on a non-reimbursable basis. This law applies to state and local governments and to civic and community-based organizations - including those that traditionally have received no-fee support or services from the National Guard, such as the Boy Scouts, Girl Scouts, Police Athletic League, YMCA, Civil Air Patrol, etc. If an item is temporarily loaned to a federal activity (DoD or other executive agency), the item is loaned without fee.

The St Paul Training and Community Center

The St. Paul Training and Community Center is located on the corner of 12th and Cedar Streets in St. Paul, one block south of the State Capitol. The facility is easily accessible from Interstate 35E or Interstate 94.

In addition to these rooms we also have 90 tables, 500 chairs, and a 144 sq ft stage available to rent.

Mission of the TACC

The Training and Community Center for the Minnesota National Guard is essential for the development of Soldier training and readiness. It also plays a central role in the surrounding community. When not being used by the Soldiers, the building plays a key role in developing the values of young men and women in the community. It also plays a key role in unifying the community by hosting many events, to include: Socials, Sporting Events, Weddings and Civic engagements.

Requesting the TACC

The first step in the process is to contact us to see what dates are available. We require that an application form accompany your deposit to reserve a rental date with us. Depending on the type of event you are scheduling, you will also be required to submit all applicable licenses. Please use the link to the St. Paul License Policies (below) to find more information on those requirements.

If alcoholic beverages are introduced into the TACC the following basic requirements must be met:

  • Comply with all state laws and local ordinances
  • Ensure adequate security is in place
  • Provide proof of insurance - Liquor liability insurance if alcohol is to be sold, bartered or included in price of admission OR General liability insurance (usually homeowners) when alcohol will be dispensed at no charge to those consuming.

TACC Policy 02-02, Rental Deposit:

1. An $800 deposit must be paid to reserve all events at the St. Paul Training and Community Center (LESSOR). If a date is reserved on the phone the LESSEE will have 48 hours to submit the deposit. If the money is not received within 48 hours the date will be made available again to the public.

2. Once the facility is reserved and the $800 deposit paid, a lease agreement will be draw up. Cancellation procedures are as follows for rentals:
        a. To cancel an event, the LESSEE must notify the LESSOR in writing.
        b. If the LESSOR receives notice of cancellation 30 or more days prior to the event,
          all funds will be refunded.
        c. If the LESSOR receives notice of cancellation after the 30 days and the date is NOT
          leased to another party,
the $800 deposit will be forfeited.

3. The LESSOR reserves the right to cancel this agreement at any time in the event that any emergency may arise which shall make necessary the use of this Training and Community Center by the Military Forces of the State of Minnesota or of the United States of America. No claim for any damage that may result to LESSEE from any such cancellation shall be assessed or maintained against the LESSOR.

TACC Policy 03-02, Required Security at Rental Events

1. All events scheduled at the St. Paul Training and Community Center where alcohol will be introduced are required to have one off-duty police officer for every 150 in attendance.

2. The Lessee will pay for the security. Each person who performs security must meet the following criteria:
        a. Must be an off-duty St. Paul Police Officer.
        b. Must be trained to work at rental functions at the St. Paul Training and Community Center.
        c. Must be currently employed by the St. Paul Police Department in good standing and not
          restricted in the performance of law enforcement duties.
        d. Must be currently a licensed Peace Officer in the State of Minnesota.
        e. Must wear their police officer duty uniform for the rental event.

3. The hiring of security will be coordinated through a designated point of contact at the St. Paul Police Department. This will ensure that the security personnel will have access to back-up support, access to canine unit support, gang task force support and other police support as may be necessary or appropriate.

4. Some events will require the use of a metal detection device. Whether or not the device is used is determined by the police officer assigned to the event. The device will only be used by one of the off-duty police officers working at the event. No civilian personnel will be allowed to substitute for the police officers.

5. The security personnel are not employees of the State of Minnesota, the Department of Military Affairs, the Minnesota National Guard or the St. Paul Training and Community Center. The insurance obtained by the lessee must provide coverage for the actions of the security personnel.

6. The Facility Manager reserves the right to require security at any event scheduled to ensure the safety of the public. Events conducted where alcohol will not be introduced will be evaluated on a case by case basis.
